Access to decarbonisation and retrofit funding

We help organisations plan, design, and deliver low-carbon solutions that meet net zero and sustainability targets.

Our Energy & Sustainability services support clients toward achieving short term and long term goals impacting both emodied and operational carbon.

Life Cycle Assessment & Embodied Carbon

Life Cycle Assessment (LCA) is becoming increasingly central in UK building projects, particularly around sustainability assessment (like BREEAM), and local authority (LA) requirements, as well as aligning with national regulations and targets.

We carry out Life Cycle Assessments (LCAs) to measure embodied carbon across newbuild and retrofit projects. Using industry-leading tools like One Click LCA, we provide accurate data to support design choices, reduce carbon, and demonstrate compliance with sustainability frameworks.

Many London boroughs (e.g. GLA/London Plan 2021) now require Whole Life-Cycle Carbon Assessments for major developments. Other progressive councils (e.g. Bristol, Manchester, Cambridge, Brighton & Hove) Increasingly include embodied carbon / LCA reporting in local plan policy.

Net Zero Pathways: Newbuild & Retrofit

The United Kingdom through the UK Climate Act 2019 has set a legally binding target to meet Net Zero by 2050.

Many Local Authorities have declared climate emergencies with targets ahead of 2050: London: Net zero by 2030 for London Authorities own operations; city-wide 2030–2035 ambition. Manchester: Net zero by 2038. Bristol: Net zero by 2030. Edinburgh: Net zero by 2030.

Education

In the education space many individual organisations have declared climate emergencies ahead of the UK 2050 target. From the Church of England’s 2030 Net Zero target for schools to many of the top Universities in the UK. Additionally, organisations such as Multi Academy Trusts and Individual Schools are all playing there part and setting Net Zero Targets.

Healthcare

As per the NHS Net Zero Plan (2020) the NHS will make all direct emissions Net zero by 2040 and all supply chain and wider impacts Net zero by 2045.

Every organisation and building has a different route to Net Zero. Whether planning a new development or retrofitting an existing estate, we create tailored Net Zero Pathways that combine fabric improvements, low-carbon technologies, and renewable energy. Our strategies help clients reduce operational emissions and deliver long-term, future-proofed buildings.

Decarbonisation Planning

We develop clear and structured Decarbonisation Strategies aligned with PAS2038 and industry best practice. From high-level heat decarbonisation plans (RIBA Stage 1-2) to detailed technical design (RIBA Stage 4), we provide comprehensive support ensuring projects are both viable and fundable.

Our decarbonisation plans cover energy use, net zero pathways, retrofit plans, finding opportunities and commercial / technical viability. All our strategies adopt a fabric first approach where feasible.

We have supported many organisations with decarbonisation plans and projects. Since 2020 we have produced decarbonisation plans for over 850x buildings and assisted the public sector in obtaining over £50m of decarbonisation funding through schemes such as the Public Sector Decarbonisation Scheme (PSDS) and other Building Retrofit Funds.

Planning Support

Our team provides specialist energy and sustainability input to the planning process. This includes Sustainability and Energy Statements, Utility Master Planning, and responses to pre-planning conditions. We ensure proposals meet local authority requirements while supporting efficient project delivery and securing approvals.

Many local authorities require a variety of conditions to be satisfied before planning can be approved such as:

  • Embodied Carbon and Life Cycle Assessment (LCA)
  • Sustainability and Energy Statements through SAP / SBEM
  • Confirmation that Part O (Overheating) and Part F (Ventilation) requirements have been met before construction
  • External lighting design to ensure lighting levels are adequate in certain areas and don’t pollute in others
  • Acoustic assessments for the use of air source heat pumps and HVAC equipment in certain urban and rural settings.
  • Planning conditions for energy efficiency, low carbon heating and renewables being installed in conservation areas and within listed buildings.

Access to Funding

We help clients unlock funding opportunities for low-carbon projects. Our track record includes securing public sector funding through condition improvement and decarbonisation funds (Over £50m), with expertise in emerging schemes such as devolved authority public building retrofit funds through Great Manchester and West Midlands Combined Authorities.

We deep dive into every funding application conducting significant research, contacting relevant authorities to confirm understanding and ensuring commercial and technical viability to maximise application success.

Mantis have supported large organisations with:

  • Condition Improvement Fund (CIF)
  • Low Carbon Skills Fund (LCSF)
  • Public Sector Decarbonisation Scheme (PSDS)
  • The Building Retrofit Pilot West Midland Combined Authority (WMCA)
  • Public Building Retrofit Fund Greater Manchester Combined (GMCA)
  • Green Heat Network Fund (GHNF)
  • Social Housing Decarbonisation Scheme (SHDF)
  • Warm Homes Social Housing Fund Wave 3
