Chorley St Laurence Primary School was part of a Public Sector Decarbonisation Scheme (PSDS) bid supported by Mantis, securing grants for over 15 schools. The large primary school site enabled a Ground Source Heat Pump solution.

Mantis produced the Heat Decarbonisation Plan, carried out inspections, delivered detailed designs, and managed contractor tendering after successful funding.

Project Scope and Objectives

Following a successful PSDS 3 grant application, Mantis supported the delivery of a 1x primary school decarbonisation project for the Diocese of Blackburn. The programme involved:

  • Full Feasibility Studies and PSDS 3 funding applications

  • RIBA Stage 3 Detailed design and project management

  • Mechanical, Electrical, and building services upgrades to reduce carbon emissions and improve energy efficienc

  • Engagement with school staff and stakeholders to encourage active participation in low-carbon initiatives

The project aligns with the Diocese’s Net Zero goals, ensuring sustainable, energy-efficient environments for students and staff.

Mechanical & Electrical Design (RIBA Stage 3)

Mantis Energy’s design team has produced detailed mechanical and electrical designs, including:

  • Heating system designs and plant room layouts

  • Hot and cold-water services schematics

  • Ventilation, mechanical extraction, and BMS controls

  • Internal and external plant designs

  • Mechanical & electrical systems integration

  • Comprehensive design reports supporting contractor tendering

This technical design ensures that all interventions meet operational requirements while optimising energy performance.

Scope of Works

The following works were completed on site:

  • Cavity wall insulation (CWI), loft insulation and draught proofing
  • Flat roof insulation and new flat roof covering
  • Installation of thermally efficient windows and doors
  • Installation of 60x solar panels on the roof (approx. 23kW)
  • Decommissioning of fossil fuel heating systems and distribution and removal of old oil fired boiler
  • Electrical infrastructure upgrades (DNO)
  • On site electrical power supply upgrades with consumer board and building management system (BMS) upgrades
  • Installation of improved ventilation systems
  • Installation of low carbon ground source heat pump.
  • Installation of new heating distribution system and radiators
  • Making good and all associated building works

Regular meetings, webinars, and on-site school engagement are conducted to raise awareness and encourage participation from school communities.

Construction Phase Delivery

During construction, the following was completed:

  • Production of construction issue drawings and specifications
  • Review and sign-off of contractor and specialist designs
  • Procurement of Insulation and Low Carbon Heating Systems
  • Quality control and supervisions of contractors
  • Mechanical & Electrical commissioning and completion reports
  • Pre-handover defect schedules and final handover documentation

The project was delivered safely, efficiently, and to specification, minimising risk to the Diocese and school operations.
